TESDA NCR – Qualification Titles: Housekeeping / Household Service / Bartending / Food and Beverage Services / Commercial Cooking

Established through the enactment of Republic Act No. 7796 otherwise known as the Technical Education and Skills Development Act of 1994, presently known as The Technical Education and Skills Development Authority (TESDA) was signed into law by former President Fidel V. Ramos on August 25, 1994.

The TESDA Act aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country’s human resources through various TESDA accredited schools and training center.

Overall, TESDA formulates manpower and skills plans, sets appropriate skills standards and tests through various TESDA accredited schools. TESDA also coordinates and monitors manpower policies and programs, and provides policy directions and guidelines for resource allocation for the TVET institutions in both the private and public sectors.

TESDA Schools or Technical Vocational Institutions (TVI may differ with respect to the short TESDA courses and trainings offered. These depend on the available teaching personnel as without them, no course shall be opened for potential students.

Established through the enactment of Republic Act No. 7796 otherwise known as the Technical Education and Skills Development Act of 1994, presently known as The Technical Education and Skills Development Authority (TESDA) was signed into law by former President Fidel V. Ramos on August 25, 1994.

The TESDA Act aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country’s human resources through various TESDA accredited schools and training center.

Overall, TESDA formulates manpower and skills plans, sets appropriate skills standards and tests through various TESDA accredited schools. TESDA also coordinates and monitors manpower policies and programs, and provides policy directions and guidelines resource allocation for the TVET institutions in both the private and public sectors.

TESDA Schools or Technical Vocational Institutions (TVI may differ with respect to the short TESDA courses and trainings offered. These depend on the available teaching personnel as without them, no course shall be opened for potential students.

TESDA History and Overview

Established through the enactment of Republic Act No. 7796 otherwise known as the Technical Education and Skills Development Act of 1994, presently known as The Technical Education and Skills Development Authority (TESDA) was signed into law by former President Fidel V. Ramos on August 25, 1994. 

The merging partnership of the National Manpower and Youth Council (NMYC) of the Department of Labor and Employment (DOLE). TheBureau of Technical and Vocational Education (BTVE) of the Department of Education, Culture and Sports (DECS), and The Apprenticeship Program of the Bureau of Local Employment (BLE) of the DOLE gave birth to TESDA.

The collaboration of the these offices was one of the key recommendations of the 1991 Report of the Congressional Commission on Education, which undertook a national review of the state of Philippine education and manpower development. It was meant to reduce overlapping in skills development activities initiated by various public and private sector agencies, and to provide national directions for the country’s technical-vocational education and training (TVET) system. Hence, a major thrust of TESDA is the formulation of a comprehensive development plan for middle-level manpower based on the National Technical Education and Skills Development Plan. This plan shall provide for a reformed industry-based training program that includes apprenticeship, dual training system and other similar schemes.

TESDA is mandated to integrate, coordinate and monitor skills development programs as well as restructure efforts to promote and develop middle-level manpower. It conducts approval on skills standards and tests and develop an accreditation system for institutions involved in middle-level manpower development. It funds programs and projects for technical education and skills development; and assist trainers training programs.

TESDA is committed and expected to develope training functions to local governments and reform the apprenticeship program. It involves industry/employers in skills training and formulate a skills development plan. TESDA develop and administer training incentives and organize skills competitions as well as manage skills development funds.

Overall, TESDA formulates manpower and skills plans, sets appropriate skills standards and tests, coordinates and monitors manpower policies and programs, and provides policy directions and guidelines for resource allocation for the TVET institutions in both the private and public sectors.

Today, TESDA has evolved into an organization that is responsive, effective and efficient in delivering myriad services to its clients. To accomplish its multi-pronged mission, the TESDA Board has been formulating strategies and programs geared towards yielding the highest impact on manpower development in various areas, industry sectors and institutions. TESDA Taguig Launches Skills and Employment Program

TESDA (Technical Education and Skills Development Authority) in cooperation with the local government of Taguig  recently launched together a skills training and employment program that aims to benefit hundreds of unemployed residents in the city. The program aims to target an initial batch of 2,500 beneficiaries from various communities of the city.

TESDA programs launched in the city. With the local government’s partnership with the Fort Bonifacio Development Corporation (FBDC), which committed to create 4,500 jobs from various construction sites in Fort Bonifacio it is bound to benefit the local residence of the city. Thus TESDA made available TESDA training courses which includes construction related courses involving carpentry, masonry, plumbing, basic house electrical wiring and TESDA welding courses among others, in order to supplement the FBDC project.

The local government appreciates TESDA’s participation in providing TESDA courses to its people as these are required by the FBDC. That in order for the residents of Taguig to benefit FBDC’s job opportunities, applicants needs to undergo TESDA accreditation.

Currently all parties involve are already drafting guidelines of the terms of reference for the eventual signing of the memorandum of agreement (MoA) by the project partners.
